Cross-Sector Collaboration In Enhancing Emergency Response For Hazardous Materials Incidents
Listen to insights from representatives of the Malaysian Fire and Rescue Department (FRDM), Department of Environment (DOE), Ministry of Health (MOH), and ASEC.

Response Strategies for Hazardous
Materials (HAZMAT) Emergencies
To provide an overview of operational protocols and tactical response strategies for hazardous materials incidents.
——
Although FRDM is the leading agency in CBRNE incidents, technical support from others such as ATOM, DOE, DOSH, JKM, and KKM are needed for a successful operation.
Two main response mechanisms:
- Initial Operational Response – Immediate initial actions to prevent the spread & escalation of the incident.
- Specialist Operational Response – Collaboration with specialist to transform the incident from active phase to recovery phase.
——
Ts. Vijayan Marimuthu
Expert in Hazmat and CBRNe
Regulatory Requirements for Managing
Hazardous Waste Spills
To outline Malaysia’s regulatory framework for managing hazardous waste incidents and ensuring environmental protection.
——
Schedule wastes require proper disposal even though it might be costly. illegal dumping of these hazardous materials can cause:
- Soil & water contamination
- Possible health issues to nearby community, especially to
sensitive receptors - Fire hazards & air pollution
- Negative effect to flora and fauna
- High clean-up costs
——
Mr. Norhisham bin Abdul Hamid
Principal Assistant Director of Hazardous Waste Substances Division
Medical Intervention for Exposure to
Hazardous Substances
To provide guidance on managing health impacts and medical emergencies related to hazardous material exposure.
——
CBRNE is a huge scope for medical personnel to deal with.
Provide information to medical personnel to help with deciding the best treatment to the victims, through METHANE:
- M – Major incident
- E – Exact location
- T – Type of incident
- H – Hazards
- A – Access
- N – Number of casualties
- E – Emergency services
——
Dr. Hazlina Mohamad Noh
Emergency Physician at Hospital Selayang
Industry Best Practices for Hazardous
Materials Management and Incident
Prevention
To share industry-level best practices in managing hazardous materials and minimizing incident risks.
——
The silent gaps in the industries’ emergency plans:
- Known, but not understood.
- Missing relevant responders.
- Missing source of guidance.
- Planning & documenting – do not connect with response.
- Tunnel vision on incident escalation & response management
- Over-reliance on authorities
- One plan for all hazards
