About the FSM & FSO Framework
The Fire Safety Manager (FSM) and Fire Safety Officer (FSO) framework is Malaysia’s upcoming national initiative to enhance fire safety governance in workplaces and high-occupancy buildings.
The framework aims to ensure that the designated premise is overseen by certified professionals trained to plan, lead, and manage fire safety systems effectively.
While the official provider list and implementation details are still being finalised, ASEC is preparing to support this national initiative through recognised training and advisory services.

Fire Safety Manager (FSM): A strategic leader responsible for a building’s total fire safety policy, conducting risk assessments, and ensuring full regulatory compliance with the authorities.
Fire Safety Officer (FSO): An operational role focusing on ground-level execution, such as leading the Emergency Response Team (ERT), maintaining fire protection systems, and conducting regular fire drills.
Yes, if your building is classified as a “Designated Premise” (e.g., high-rise offices, factories, shopping malls, and hospitals).
Under Act 341, these premises are legally mandated to establish a Fire Safety Organization (OKK) to obtain or renew their Fire Certificate (FC).
For every designated premise, the minimum legal requirement for a Fire Safety Organization (OKK) is:
One (1) Certified Fire Safety Manager (FSM).
Three (3) Certified Fire Safety Officers (FSO).
No. An appointed FSM must be a Malaysian citizen with relevant academic or technical qualifications (STPM/Diploma minimum).
They must also hold a valid Competency Certificate and have at least 5 years of experience in fire safety or firefighting.
According to the March 2026 JBPM Guidelines, the estimated total cost for a 5-day competency course is:
FSO: Approximately RM 3,863.40 per person.
FSM: Approximately RM 4,441.80 per person.

Duration: A mandatory 5-day intensive course.
Requirements: Participants must pass both theoretical exams and practical assessments.
Annual Renewal: While the competency qualification is permanent, the appointment must be verified annually during your building’s Fire Certificate (FC) inspection.
Continuous Compliance: Ensure your appointed FSM/FSO remains active in the JBPM e-FEIS system. If their status becomes inactive due to a lack of training or a change in regulations, your building’s FC renewal may be affected.
Notification: You must notify the Director General of JBPM in writing within 14 days of the resignation.
Replacement: You are legally required to appoint a qualified replacement within 30 days to ensure your Fire Certificate remains valid.

However, the candidate must provide their original SKM Level 3 (Fire Rescue and Hazmat) certificate for the company to formally update the appointment with JBPM. Without this document, the appointment will not be approved.
